Montenegro will require visas for Russian citizens starting November 1, 2026
Starting November 1, 2026, Russian citizens will need a visa to enter Montenegro.The country’s government has officially confirmed the change in visa requirements.
There had been talk of canceling visa-free entry for quite some time. Reports had surfaced several times, and the proposed dates had been postponed, so there was hope right up until the last minute that the decision would be postponed again. Now the date has been officially set.
What Will Change Starting November 1, 2026
Starting November 1, Russian citizens will be able to enter Montenegro only if they have a visa.
These changes are due to the fact that Montenegro continues to align its visa policy with European Union requirements.
New visa requirements are being introduced not only for Russians, but also for citizens of Belarus, China, Saudi Arabia, and Turkey.
How Russians Can Enter the Country Until October 31
You can apply for a Montenegrin visa not only through diplomatic missions but also through VFS Global visa centers.
Montenegro's visa centers in Russia began operations on June 2, 2026. They are located in the following cities:
- Moscow;
- Arkhangelsk;
- Murmansk;
- Petrozavodsk;
- Pskov;
- Novorossiysk;
- Voronezh;
- Yekaterinburg.
Montenegrin authorities have also announced plans to launch an electronic visa system, which is intended to simplify the application process. However, the launch date has not yet been announced.
Will it be possible to enter the country on a Schengen visa?
As of July 30, 2026, the official website of the Ministry of Foreign Affairs of Montenegro permits entry with a valid:
- a Schengen visa;
- a U.S. visa;
- a visa for the United Kingdom;
- an Irish visa;
- a residence permit from one of the countries listed.
Before traveling after November 1, you should double-check this information: the rules and official guidelines may still be subject to change.
What the New Rules Mean for Travelers
This news is sure to disappoint many people. Over the years of the visa-free regime, thousands of Russians were able to visit Montenegro precisely because they could plan their trip quickly and without having to apply for a visa in advance.
Some people came here on vacation, some came to visit loved ones, and for others, that first trip eventually led to them moving here.
Montenegro itself, of course, hasn’t changed. It still has the same sea, mountains, old towns, and that unique pace of life that has made the country so beloved. But starting November 1, applying for a visa will become an additional step in planning your trip.
The extent to which the new rules will pose a serious obstacle will depend on the visa application process: application processing times, required documents, and the availability of submitting applications through visa centers or an online system.
